I think it’s cause the age of consent is a general ballpark where they think you’re ready for sex, whereas 18 is when you’re considered financially responsible.

Toys, porn, etc.
Not being legally able to send anything of yourself that could be considered pornagraphic until you’re 18 kind of makes sense. What if the person you’re sending it to is in an area with a higher age of consent than the area you’re in?
But the rest of it is kind of confuzzling....
